Case Files Professional — code review

Checks passed:
- PHP 8.3 parsing: 1,542 PHP files across both full packages, including vendor files.
- Both application bootstraps load; required built-in page/module files are present.
- 112 GIB and 109 Commercial routes have existing targets and unique route names.
- Syntax checks passed for all 37 edition JavaScript assets.
- Actual Investigation Workspace create/edit/archive, signed revisions, stale versions, scope approval, client isolation, inactive-company gates, legal holds and closed-case restrictions exercised for both editions using an isolated SQLite SQL-compatibility test adapter. This does not verify MySQL locking semantics.
- Actual file/report access rules, removed-file rejection and executable/disguised upload checks passed.
- Billing fixtures passed: standalone/client invoices, dedicated SMTP configuration, CC/BCC, manual/online receipt choices, payment replay/mismatch checks, Stripe/Authorize verifiers, send/reminder scheduling, and upgrade-plan repeatability. Provider/SMTP/network effects were mocked; no messages or payments were sent.

Fixed in this build:
- GIB federal import recognizes identifier-less appendix sections and courtRule records. Separate supplemental rules retain unique identities. Eliminated-title publications are retained as publication notices, not fabricated active statute sections.
- Long headings retain their complete heading in version payloads and detail pages, while using a UTF-8-safe 500-byte display title. Source text is preserved. Tested against official U.S. Code XML for title 6 and all five available appendices, and official eCFR bulk XML for titles 8 and 9.
- GIB installer checks XMLReader availability.
- Maintenance logo contrast uses a CSS class compatible with the application Content Security Policy, replacing an inline style. Both editions.

For an existing GIB installation: upload all cumulative patch files over the matching files in the existing application root. In Legal Reference Library > Sources & Coverage, select Check / Import Now for the failed federal sources to resume their saved positions. Existing imported records are retained. No new schema migration is required for these review fixes.

Limits: These checks do not prove the entire system is error-free. The live hosting, MySQL migrations/locking, real SMTP/SMS, Dropbox, payment accounts, scheduled jobs and backup/restore rehearsal were not exercised. No changes were deployed to the live site. Legal synchronization coverage remains as described in Sources & Coverage; passing parser tests is not a claim that every current law has been imported. The legal library is GIB-only.
