INVESTIGATOR SMS RULES — v1.0.0
Extract the matching edition patch into the installed application folder and
replace included files. No database migration is required.
SMS Rules is under Agency Administration; also linked in Agency Setup > Notifications.

GIB: six professional templates prefilled and enabled unless saved rules exist.
Commercial: blank templates, disabled until configured. Existing saved rules are retained.
Twilio account credentials are NOT included. Save credentials in Agency Setup > API
Credentials and sender number under Notifications. Enable SMS and a valid phone
on each investigator account. Run the existing five-minute notification scheduler.
Task messages require the task SMS option; new GIB task forms select it by default.
No historical records are scanned or messages sent by installing the patch.

TRIGGERS
Case activated / investigator assigned; case closed; task scheduled / updated;
one-day-before task reminder; task completed; report submitted for review.
Report submission replaces noisy texts for every draft save. Case closure uses
the current system's Closed status and does not ask for already-reviewed reports.

SHORTCODES — automatically replaced when queued
{agency}       Agency name
{case_number}  Actual case number (e.g. 2026-1000)
{case_type}    Case type
{case_link}    Sign-in protected case link
{task_id}      Task record ID
{task_link}    Sign-in protected task link
{start} Task start in agency timezone
{end} Task end in agency timezone

{actor} Person submitting report / changing status
{subject} First subject on the case (blank if none)
{instructions} Internal task instructions
{hours} Scheduled task duration in hours
Task shortcodes apply to task rules. Shortcodes use curly braces, not old numeric IDs.
Example: You have been assigned case {case_number}. View: {case_link}
Live sample preview uses sample data; it sends nothing. Templates allow 600
characters; expanded SMS is shortened to 1,000 characters. Keep messages concise.

Queueing validates active assigned investigators and SMS opt-in. Dispatcher
rechecks assignment, rule enabled state, task version/status and case status.
Disabling rules cancels pending texts. Updating/deleting tasks cancels reminders.
Notification Delivery Queue shows accepted/failed/uncertain provider results.
Acceptance is not confirmed delivery; uncertain sends require reconciliation
before a manual retry. No live Twilio message was sent during build validation.
